I'm perhaps the only one old enough to know the true story.

78 mixtures were made and tested. The testers hated the mixtures and appeared to their superiors to report it so all 78 times.

The 79th mixture was made. No one appeared before the superiors who deemed it, "good enough" and it was offered for sale.

The testers were dead.
