Also the Davidoff Nicaragua comes in a 3.7x46 short carona.
I've heard good things about the Oliva Special G maduros too but have not tried that one.
I tried the special G and wasn't impressed by either flavour or construction, but it was a sample of 1...

Full-on Scraggly Bum
As far as NCs go these are my favorites in order of preference:
1) Guerilla Warfare
2) Cracker Crumbs (Great Flavor and big nic kick)
3) Tat Petite Caz.
4) Tat Verocu 5
5) Travailleurs (less nic kick than cracker crumbs and more complex flavor profile)
6) Papas Fritas
7) Bait Fish/Night Crawler
8) Hemingway SS Maduro
Haven't had the Jericho Hill Shots yet but I'm kind of expecting that to jump up to the #6 spot lol

Rail Yard Prophet
padron serie 1926 #35, muwat baitfish, and hemingway short story are my favorite small NC sticks.

Gypsy in the Palace
Caldwell Murcias corona is another inexpensive, quality stick. Less than $4 by the box.
We're going to need a bigger humidor

The Karate Squid
If you're giving them out, you want maximum bang-for-buck. Since you've mentioned these are also for casual/non-smokers, the label might warrant some consideration as well. Lots of great suggestions so far, I'll second the Papas Fritas, Illusione R, Short Story, and a number of others.
But I think the best response I could give would be that there's a whole world of small, delicious petit coronas out of Cuba that are perfect for what you're looking for: H Upmann Half Corona, Ramon Allones Small Club Corona, Boli Coronas Junior, Partagas Shorts, San Cristobal El Principe... all would, impress your friends, taste great, and all of the ones I just listed are regularly under $5 a pop.

I may or may not already have some Upmann half coronas and Quinteros Brevas Definately something to share more with a knowledgeable Bum, than a perhaps want to be... Especially with that little extra kick those cigars seem to have.
