From a manufacturing standpoint, I think having a super strong filler with a CT wrapper would be a waste. The blend would over power the mild wrapper, muting one of the most expensive wrappers (if using true CT shade, not Ecuador CT).

While still pretty uncommon, there are some solid examples of this out there. A couple that come to mind: La Gloria Cubana Artesanos Retro Especiale Cubano & Perdomo Habano Churchill Connecticut.
If you are looking for a more stout shade wrapped cigar, try the RomaCraft Intemeperence EC. It's Ecuadorian shade but still a shade wrapped smoke. None of the weakness of the CT shade stuff
