I can't say for sure if he was on the radio version, but he was not on the original episodes of dragnet that ran from 1951-1959, except for one episode in 1954. His character, Bill Gannon didn't become a main character until the episodes that ran from 1967-1970.

Starbuck from the original Battlestar Galactica enjoyed a cigar now and then
I make the exact same face as in the first pic when I'm really diggin' my smoke. Some things are just timeless...
