I can't say for sure if he was on the radio version, but he was not on the original episodes of dragnet that ran from 1951-1959, except for one episode in 1954. His character, Bill Gannon didn't become a main character until the episodes that ran from 1967-1970.

Sorry. I couldn't resist.
To be fair though I recall seeing an episode of 2 and a half men where Charlie Sheen had a cigar.
Then there was also an episode on Rules of Engagement where Patrick Warburton was smoking
a cigar. Sorry, I'm not really much a fan of either of those shows though.
