Nope. As others have said, plenty of other places to safely and legitimately buy secondary market cigars. Never.
Not a friggin chance. Ebay and craigslist are two places I won't buy cigars. You just don't know what they are, what you're getting, or what kind of shape they're in.
I have had some good luck with getting some decent deals on cigars off ebay. my .02. For sure have to check everything out first though.
You absaultly will if it was advertised as intact. Collectors buy packing off eBay all the time from a sorts of items. If it is advertised as sealed, or intact or new it's an easy dispute. FYI in the collector world sealed does not equal resealed there is a legal diffrence.
If I sold you a sealed empty box of cigars for $400. You will not win the paypal dispute because the COLLECTIBLE PACKAGING that you paid for was as described. When paypal asks me why there were no cigars in the box, I say what cigars? I sold him the box and the bands that's all that was listed in description. Justin wins, case closed.
*Plus, your intact argument is flawed because you would have had to open it to check.

Of course if you put in the auction description an empty resealed box then tour right and there's nothing to resolve. However if you put new sealed box on the description like many do and everything is not intact then that is an obvious case of fraud, and will be resolved easily.
The tobacco ebay policy exist for selling tobacco as a way they can get the fee and get around people not having tobacco licensees. In your example it wouldn't even apply because your not selling tobacco. Try to understand that although your selling the packing if you advertise it as intact or new it has to be so or it is fraud.
I whole heartedly disagree, the way that 90% of them are listed you will have no recourse. What if the cigars are all dried out and unsmokable? Again zero recourse because you didn't buy cigars you bought the packaging.... By all means, buy all the cigars on ebay you want, I will be waiting for your thread "How I got F*@&ED on Ebay". I have bought and sold many things on ebay, have been through plenty of disputes, won some and lost some.
