Ramon Bueso all the way. Both the maduro and habano. But they need a year of rest before you'll really be rewarded.
My other standby is the Herencia Cubano Oscuro Fuerte.

Room 101 farce habano Lonsdale I have got 5 and 10 packs for about $3 a stick

Rocky Patel decade Lonsdale box 20 was going for 76 on freefall

Depends a bit on what you mean by cheap, I suppose.
CI's Pirate's Gold used to go for about a buck a stick. I haven't bought any in a while, so I don't know the going rate. If you can wait and let them rest a year, they smoke in the $5-$7 range. ROTT they smoke in the "pay me 100 bucks and I'll finish one" range. I like the natural better than the maduro.
Rocky Patel Vintage 92 seconds are pretty good. I quit buying them when I got my own Sumatra blend ironed out. Still miss the perfecto vitola, though.
My absolute favorite budget stick really doesn't belong in this forum, so I won't mention Quintero (brevas are what I don't buy when I'm not smoking them). If they really did exist they would need a year (at least) of rest, but also if they did exist, they would frequently come that way from the supplier.
My shop has some Ashton 2nds for right at $4 a cigar.
They're non-banded but taste really good. I try to keep a few on hand.
