Ridin' in a BoxCar
Seems like a pretty good deal if yo don't mind a few scuffs or scratches. They didn't have this one yesterday when I grabbed a single zone 32 bottle unit.

is it really necessary to line the box with cedar?

I would imagine that it isn't necessary, you could store your sticks on the standard metal mesh shelving. However, it will still act as a buffer to humidity change, and in most applications I've seen it's used to better organize the cigars. If I were only storing singles I'd probably go with cedar lining/shelves/drawers. If I were only storing boxes I would just fill that bad boy up without cedar.

The cigars themselves act as a decent buffer though. I'd probably just go with enough to replace the shelving, but not too crazy and line every inch of the wine cooler's interior with it

Mine just has a couple pieces glued to the sides at the top shelf just because I think it looks nicer than the plastic sides and any help I can give it to help buffer the humidity change is good. As long as there's air flow I don't think there's such thing as too much cedar.
