Sounds like it is filling properly, but the fuel release valve to the jets is stuck open. May want to try constantly flicking the switch on/off to try to get the valve to cycle.
Lastly, I'd do a "drop check" - dropping the lighter on it's capped head with a bit of force (since it's light). It may help the repositioning of the mechanics in there that're tied to the valve. Since you were an I-Level guy, don't ask where this "check" originated.
Sounds like smacking the tv on the side in the old days when nothing else worked. Lol

Lol, i grew up with a tv where the picture would roll or get all scrambled, and this was the only solution that would work.
