Casing or topping?

If you start with 100% unadulterated, whole leaf simply cut from the plant and cured in various manners, and mist it with sugar water, is that casing or topping? Ive never been able to figure out where the line is and what the difference is.

I don't have a clue. But you might look up some past posts by "neverbend". He is/was a Masterblender on here in the early years.
